DECISION
of Central Election Commission
of the Republic of Azerbaijan

on the approval and enforcement of Election Code of
the Republic of Azerbaijan and Articles 29, 19.4 and 28.4 of Election Code by considering the suggestions of the commission under Central Election Commission consisting of experts on de-limitation of constituencies

Central Election Commission of the Republic of Azerbaijan (CEC) decides pursuant to Articles 3.5 and 3.6 of the Law “on the approval and enforcement of Election Code of the Republic of Azerbaijan and Articles 29, 19.4 and 28.4 of Election Code by considering the suggestions of the commission under Central Election Commission consisting of experts on de-limitation of constituencies:
I. some changes shall be partly made in the borders of the following constituencies.
1. Garghalig that belongs to Masalli region within the territory of Jalilabad-Masalli-Bilasuvar Con.EC # 69 (number of voters-1065), Kurdabazli (number of voters- 447), Gadirli (number of voters- 499), Khallijali (number of voters-432), Dallakli (number of voters-76), Aminli (number of voters-574), Kochakli (number of voters-761), Khirmandali (number of voters-1960), Hasanli (number of voters-1585), Hajitapa (number of voters-708), Arab (number of voters-571), Mammadkhanli (number of voters - 285), Takdam (number of voters-276) and Birinji Yeddioymag in Masalli Con.EC # 71 (number of voters-1125), Ikinji Yeddioymag (number of voters-692), Shikhlar (number of voters-1754), Gasimli (number of voters-1320), shall be added to the borders of the Masalli Con.EC # 70.
2. Taza Alvadi (number of voters-3506), Kohna Alvadi (number of voters-2251), Meshakenari (number of voters-268), Ahmadli (number of voters-766) which are within the territory Masalli Con.EC # 70 shall be included in Jalilabad-Masalli – Bilasuvar Con.EC # 69 and Tazakand (number of voters-1436), Goyachol (number of voters-2097), Gizilaghaj (number of voters-2828) municipalities shall be included in Masalli Con.EC # 71.
3. Gubakhalilli within the territory of Ismayilli Con.EC # 86 (number of voters-1490), Geraybayli (number of voters-495), Khalilli (number of voters-209), Kurdmashi (number of voters-1337) Ashigbayramli (number of voters-480), Talish (number of voters-159), Garakollug (number of voters-151), Hapitli (number of voters-120), Kalband (number of voters-489), Ushtalgishlag (number of voters-136) municipalities shall be included in Aghsu Con.EC # 87.
4. Gishlag (number of voters-8147) within the territory of Shaki city Con.EC # 113 shall be included in Shaki-Oghuz Con.EC # 115. Gokhmug (number of voters-3095) within the territory of Shaki village Con.EC # 114 and Baltali (number of voters-1270) shall be included in the Shaki city Con.EC # 113.
5. All municipalities that belong to Oghuz region within the territory of Shaki-Oghuz Con.EC # 115 – Oghuz (number of voters-3540), Bash Dashagil (number of voters-599), Mukhas (number of voters-610), Bujag (number of voters-818), Jalut (number of voters-554), Bayan (number of voters-1011), Gumlag (number of voters-792),Shirvanli (number of voters-459), Tayifli (number of voters-357), Yagublu (number of voters-343), Top (number of voters-196), Yenikand (number of voters-266), Zarrab (number of voters-176), Karimli (number of voters-1928), Garabaldir (number of voters-320) municipalities shall be included in Gabala-Ismayilli-Oghuz Con.EC # 117.
6. All municipalities that belong to Ismayilli region within the territory of Gabala-Ismayilli-Oghuz Con.EC # 117 – Sumaghalli (number of voters-516), Istisu (number of voters-623), Galajig (number of voters-993), Buynuz (number of voters-356), Topchu (number of voters-858), Gurbanefendi (number of voters-560), Khanagah (number of voters-310), Gulyan (number of voters-831), Galinchag (number of voters-996), Vang (number of voters-256), Hajihetemli (number of voters-1161), Kurdeldarbeyli (number of voters-296), Mollisagli (number of voters-521), Goytapa (number of voters-199), Mujuhaftaran (number of voters-161) municipalities shall be included in Ismayilli Con.EC # 86.
II. Because of amendments made partly within the territories of the following constituencies, names, centers and the number of voters of the constituencies shall be defined as follows:
1. Without changing the name and center of Jalilabad-Masalli-Bilasuvar Con.EC # 69, the number of voters there shall be defined as 37326.
2. Without changing the name and center of Masalli city Con.EC # 70, the number of voters there shall be defined as 37856.
3. Without changing the name and center of Masalli village Con.EC # 71, the number of voters there shall be defined as 39206.
4. Without changing the name and center of Ismayilli Con.EC # 86, the number of voters there shall be defined as 38149.
5. Aghsu Con.EC # 87 shall be named as Aghsu-Ismayilli Con.EC # 87, without changing the center the number of voters there shall be defined as 40124.
6. Without changing the name and center of Shaki city Con.EC # 113, the number of voters there shall be defined as 35128.
7. Shaki village Con.EC # 114 shall be named as Shaki first village Con.EC # 114, without changing the center, the number of voters there shall be defined as 34772.
8. Shaki-Oghuz Con.EC # 115 shall be named as Sahaki second village Con.EC # 115, without changing the center, the number of voters there shall be defined as 33634.
9. Gabala-Ismayilli-Oghuz Con.EC # 117 shall be named as Oghuz-Gabala Con.EC # 117, the center shall be defined Oghuz and the number of voters there shall be defined as 38610.
10. Siyazan-Gobustan-Khizi Con.EC # 50 shall be named as Gobustan-Siyazan-Khizi Con.EC # 50, the center and the number of voters there shall be not be changed.
III. In accordance with the decision by CEC, amendments shall be made in the territories of relevant constituencies and precincts, if necessary of election commissions.
