DECISION
of the Central Election Commission
of the Republic of Azerbaijan
on the adoption of some normative acts
After the adoption of Election Code of the Republic of Azerbaijan on May 27, 2003, it was made amendments and appendices by Laws of the Republic of Azerbaijan, dated on November 11, 2003, June 8, 2004, October 12 and December 30, March 4, 2005, June 14 and June 28, June 16, 2007 and June 2, 2008 because of the necessity of regulating rapidly developing election relations during the period when it was in force since election relations began to be regulated by this law.
At the present, some amendments and appendices made to the legislation, related to the necessity of regulating some relations, as well as the aim of improving base of normative acts for the preparation and conduct of elections cause need for the adoption of some regulations, instructions and rules.
Adopting the above-mentioned as a basis and according to Articles 19.4, 19.14, 25.3, 28.2 and 28.4 of Election Code of the Republic of Azerbaijan, Central Election Commission of the Republic of Azerbaijan (CEC) decides:
1.The following normative acts shall be adopted:
• Instruction on the rules for working with voters’ lists of election commissions (Decision # 6/23 - 1);
• Regulation on Working Group established in the aim of inspecting the accuracy of the information in signature sheets and other election documents submitted to election commissions (Decision # 6/23 - 2);
- Instruction on the rules for the nomination of citizens on their own initiatives, establishment of voters initiative groups and nomination of candidates by them in Presidential Elections (Decision # 6/23 - 3);
- Instruction on the rules for the registration of political party blocs, nomination of candidates by political parties and political party blocs in Presidential Elections (Decision # 6/23 - 4);
- Rules for issuing signature sheets to collect signatures in Presidential Elections of the Republic of Azerbaijan (Decision # 6/23 - 5);
- Instruction on the collection of voters’ signatures in support of candidate to presidency, its submission to the CEC and registration of the candidate during Presidential Elections of the Republic of Azerbaijan (Decision # 6/23 - 6);
- Rules for checking the accuracy of the information included in signature sheets, as well as in the documents submitted by the candidate, political parties and political party blocs (Decision # 6/23 - 7);
- Instruction on opening specific election accounts in Presidential Elections of the Republic of Azerbaijan (Decision # 6/23 - 8);
- Instruction on the rules for the distribution of financial allocations among election commissions for the preparation and conduct of Presidential Elections of the Republic of Azerbaijan and control on the usage of the mentioned funds on their determination (Decision # 6/23 - 9);
- Instruction on the rules for return of financial allocations of candidates to presidency and registered candidates to presidency in Presidential Elections of the Republic of Azerbaijan (Decision # 6/23 - 10);
- Rule for submitting the information on the amount of income, sources, properties of the candidate to presidency of the Republic of Azerbaijan (Decision # 6/23 - 11);
- Instruction on the rules for entering allocations to election funds, conduct of registration of their spending and accounting in Presidential Elections of the Republic of Azerbaijan (Decision # 6/23 - 12).
2. Normative acts adopted for the preparation and conduct of relevant elections and regulation of alike relations shall be regarded out of force.
3. The Decision shall be in force since the day of publication.
