INSTRUCTION
on the rule for the distribution of voter cards
A voter card
is the document that approves including of voters
in voter lists in the Republic of Azerbaijan
pursuant to 46.2 of Election Code of the Republic
of Azerbaijan.
A voter card shall be prepared in accordance
with the approved sample by Central Election
Commission. The publishing house shall provide
the authorized representatives of Central Election
Commission cards in accordance with an act on
their number, date of issue and submission.
Central Election Commission shall submit them
to the chairman of the Constituency Election
Commission (Con.EC) by compiling an act on the
number and date of submission of cards within
10 days after receiving voter cards from the
publishing house.
After being sealed by Central Election Commission
and Con.EC this act shall be signed by the representative
of Central Election Commission and Con.EC chairman.
The number of voter cards submitted to Con.EC
shall not exceed 5 % of the total number of
voters registered on the constituency.
After receiving voter cards from Central Election
Commission, the Con.EC shall deliver them to
the Precinct Election Commission (PEC) by compiling
pursuant to this Instruction and without any
delay. Cards shall be checked and counted by
the PEC in accordance with the list of voters
registered on this precinct. The number , serial
number, date of delivery of the received cards
and the number of voters shall be indicated
in the act and signed by the Con.EC and PEC
chairmen.
By making relevant notes in the register in
the Con.EC, the voter cards shall be completed.
Remaining cards shall be preserved in the Con.EC
for reserve.
Voter cards shall be provided to the voter or
his/her representative by the PEC based on the
powers of attorney provided to another person
by voters and voter`s application.
Voter cards shall be provided to voters by members
of PEC. Request of voters applied to the PEC
related to this issue shall also be ensured.
In the case of the voter changes his/her place
of residence (registration), he/she shall return
the voter card to the PEC. The relevant commission
shall deliver these cards to the Con.EC based
on the act and inform the Con.EC about this
in written form by excluding the voter from
the voters list as well.
In the case of the voter card is spoilt or lost,
then the citizen can get a new one pursuant
to this Instruction by applying to the PEC in
the written form. In this case, relevant notes
should be taken in registers.
Providing citizens with voter cards shall be
commenced not later than 10 days after the specification
of voter lists at any way. But relevant commissions
shall take the realization of opportunities
to include voters in voters list by commissions
as a basis. The voter who could not get the
card because of valid reasons, can obtain the
voter card within remaining period including
the voting day.
According to the decision of the relevant commission,
the voter included in the voters list shall
be immediately provided with the voting card
by his/her request.
In the case of the voter card is spoilt, then
an act shall be compiled by the Con.EC that
indicates the reason of spoil. The spoilt card
shall be provided to Central Election Commission
together with this act.
After the voter cards are distributed and when
necessary, the Con.EC can get new cards by applying
to Central Election Commission.
The voter card shall be in the format and text
defined by Central Election Commission, completed
by the Con.EC and sealed by its stamp. Otherwise,
it should be considered invalid.
The voter card shall be numbered by indicating
number of the relevant constituency, precinct
and voter card (001-001-0001). After getting
the voter card, the voter shall sign in the
register of the precinct. The register book
(prepared based on the sample pursuant to Appendice
# 3 made to Instruction) shall be approved by
being sealed by the stamp of the Con.EC.
The PEC shall carry responsibility for providing
voters with voter cards.
