The Central Election Commission of the
Republic of Azerbaijan (CEC) conducted
its session by Mr. Mazahir Panahov on
August 28, 2004.
After the approval of the session agenda,
Mr. Natig Mammadov, CEC Secretary reported
on the Instruction draft on the distribution
of funds among election commissions allocated
by the state budget for the preparation
and conduct of Municipal Elections, usage
of funds on determination and control
on the usage of funds entered election
funds of registered candidates to municipality
membership. CEC adopted decision on the
approval of this Instruction draft.
The Commission discussed opening and registration
of specific election accounts, as well
as entrance and expenditure rules of funds
in Municipal Elections and approved this
document.
Mr. Vidadi Mahmudov, CEC Secretary reported
on the Rule draft on the usage of de-registration
cards in Municipal Elections. CEC adopted
decision on the approval of the Rule draft.
In the CEC session, Rule draft on collecting
information on the amount of income, its
sources and property of the candidate
to municipality membership was put into
discussion and was approved.
Sample drafts of some election documents
in Municipal Elections of the Republic
of Azerbaijan were put into discussion
of the Commission. CEC approved these
sample drafts.
In the session, organizational issues
were also considered. Mrs. Svetlana Gasimova,
CEC Deputy Chairman reported with the
suggestion to make amendments in the composition
of Khatai second Con.EC # 34, Khatai third
Con.EC # 35 and Yevlakh-Mingachevir #
49, Mr. Natig Mammadov, CEC Secretary
– in the composition of Yasamal third
Con.EC # 17 and Khachmaz Con.EC # 55 .
The Commission approved suggestions on
making amendments in the composition of
the above-mentioned Con.ECs.
CEC discussed current issues.
Representatives of IFES (International
Foundation for Election Systems), domestic
and foreign mass media participated in
the CEC session.

The Central Election Commission of the
Republic of Azerbaijan (CEC) conducted
its session by Mr. Mazahir Panahov on
August 25, 2004.
First of all, CEC session minutes dated
on July 30 and August 7, 2004 were approved.
Later, Mr. Natig Mammadov, CEC Secretary
reported with the suggestion to approve
rules for providing the candidate to municipality
membership, candidates, political parties,
blocks of political parties with signature
sheets by the Constituency Election Commission
(Con.EC). The Commission adopted decision
on the approval of this document.
Mr. Vidadi Mahmudov, CEC Secretary reported
on the draft of the Instruction on rules
for the establishment of voters initiative
groups and candidate nomination in Municipal
Elections. CEC adopted decision on the
approval of this Instruction. The Commission
approved samples of some election documents
in Municipal Elections.
Mrs. Svetlana Gasimova, CEC Deputy Chairman
suggested to make amendments in the composition
of Binagadi third Con.EC # 10 and Gadabay
Con.EC # 103. CEC adopted decision on
making amendments in the composition of
these Con.ECs.
Then, applies entered CEC were considered
and relevant decisions were adopted.

The Central Election Commission (CEC)
conducted its session chaired by Mr. Mazahir
Panahov on August 19, 2004.
First of all, Mrs. Svetlana Gasimova,
CEC Chairman reported on the approval
of the agenda for seminar-conference related
to the preparation and conduct of Municipal
Elections in the Republic of Azerbaijan.
The Commission adopted decision on the
appointment of the seminar-conference
to August 24, 2004.
Mr. Natig Mammadov, CEC Secretary reported
on the preparation of some election documents
related to Municipal Elections in the
Republic of Azerbaijan. CEC approved these
document samples.
The Commission made amendments in the
composition of the Sabail Con.EC # 29,
Yevlakh Con.EC # 48, Goranboy-Naftalan
Con.EC # 96 and Zagatala Con.EC # 110.
Mr. Vidadi Mahmudov, CEC Secreatry reported
on the approval of some samples of election
documents related to the Elections to
the Milli Majlis and the Commission approved
these samples.
Mr. Azer Taghiyev, CEC Commissioner reported
on the approval of the rule for the lottery
conducted by the Constituency Election
Commission (Con.EC) to allocate free airtime
in TV and radio broadcasts, as well as
space in pages of periodicals among the
registered candidates. CEC adopted decision
on the approval of this rule.
In the session, the applies entered CEC
were considered.
In the CEC session, current issues were
also discussed.

Foundation for Election Systems), US Embassy,
domestic and foreign mass media participated
in the CEC session.

The Central Election Commission of the
Republic of Azerbaijan (CEC) conducted
its session by Mr. Mazahir Panahov on
August 17, 2004.
First of all, CEC Chairman put the issue
on the date of the appointment of Municipal
Elections of the Republic of Azerbaijan
into discussion. CEC adopted decision
on the appointment of Municipal Elections
to December 17, 2004.
Later, Mr. Natig Mammadov, CEC Secretary
reported on the approval of the Calendar
Plan on the basic measures and activities
for the conduct of Municipal Elections.
Calendar Plan was approved by the commissioners.
Vidadi Mr. Vidadi Mahmudov, CEC Secretary
reported with the suggestion to approve
samples of signature sheets related to
the collection of voters signatures in
support of candidates for a member of
municipality.
Representatives of IFES (International
Foundation for Election Systems), US Embassy,
domestic and foreign mass media participated
in the CEC session.
