Central Election Commission of
the Republic of Azerbaijan (CEC) conducted
its session headed by Mr. Mazahir Panahov
on August 27, 2005.
Firstly, the issue on making amendments
in the composition of some Con.ECs was
discussed. Mrs. Svetlana Gasimova, Deputy
Chairman and Mr. Vidadi Mahmudov, CEC
Secretary reported on this issue. CEC
adopted decisions on making amendments
in the composition of some Con.ECs.
Later, the applies entered CEC were considered.
Decisions were adopted on sending one
of the applies to the Prosecutor’s Office
of the Republic of Azerbaijan, two of
them to the Prosecutor’s Office of Nakhchivan
Autonomous Republic, one of them to the
Baku city Prosecutor’s Office for their
investigation in special order. The other
applies were sent to the relevant Con.EC
for the preliminary investigation.
At the CEC session, current issues were
also discussed.
Representatives of OSCE/ODIHR and mass
media also participated at the session.

Central Election Commission of the Republic

on August 23, 2005.
Firstly, the issue on making amendments
in the composition of some Con.ECs. This
issue was reported by Mrs. Svetlana Gasimova,
CEC Deputy Chairman, Mr. Natig Mammadov
and Mr. Vidadi Mahmudov, CEC Secretaries.
CEC adopted decisions on making amendments
in the composition of some Con.ECs.
Later, the applies entered CEC were considered.
Five of the applies were sent to the relevant
Con.ECs for the preliminary investigation.
At the CEC session, current issues were
also discussed.
Representatives of OSCE/ODIHR, USA embassy,
IFES (International Foundation for Election
Systems) and mass media also participated
at the session.

Central Election Commission of the Republic
of Azerbaijan (CEC) conducted its session
headed by Mr. Mazahir Panahov on August
15, 2005. Firstly, session minutes by the
Commission dated on July 4, July 5, July
8, July 12, July 21 and July 27, 2005 were
approved.
Later, Mr. Natig Mammadov, CEC Secretary
reported on the registration of “Birlik”
(“Unity”) political party bloc at CEC. CEC
adopted decision on the registration of
this political party bloc.
Mr. Vidadi Mahmudov, another CEC Secretary
reported on the draft of Instruction “on
the participation of military servicemen
in Elections to the Milli Majlis of the
Republic of Azerbaijan”. CEC adopted decision
on the approval of the Instruction.
CEC made amendments in the composition of
some Constituency Election Commissions.
At the session, current issues were also
considered.
Representatives of IFES (International Foundation
for Election Systems), USA embassy, domestic
and foreign mass media also participated
at the session of the Commission.

Central Election Commission of the Republic
of Azerbaijan (CEC) conducted its session
headed by Mr. Mazahir Panahov on Agust
12, 2005.
Firstly, Mr. Natig Mammadov, CEC Secretary
reported on commencing to function of
Khankendi Con.EC # 122. CEC adopted decision
on commencing to function and appoint
the members of Khankendi Con.EC # 122.
CEC also commissioned the above-mentioned
Con.EC to give suggestions to CEC related
to the center of the constituency in short
time.
Later, CEC approved the draft of Address
to the voters of Khankendi Con.EC # 122
related to its commencing to function
in third call Elections to the Milli Majlis
of the Republic of Azerbaijan.
At the session, the issue on the approval
of the emblem of “Azerbaijani Forces”
political party bloc was considered and
the decision was adopted on the approval
of the emblem of this political party
bloc related to Elections to the Milli
Majlis to be conducted on November 6,
2005.
Mr. Vidadi Mahmudov, CEC Secretary reported
on the issue of giving specific permission
to the persons intending to observe sessions
of election commissions up to the voting
day. The Commission decided that appeals
of the persons applied to CEC pursuant
to law in order to get specific permission
for observing sessions of election commissions
up to the voting day shall be ensured
and in the case when the number of the
observers got specific permission for
each election commission is more than
10 persons, then CEC shall conduct lottery
among these persons.
At the session, appeals entered CEC were
also considered and relevant decisions
were adopted.
CEC also adopted decision on re-arrangement
of some precincts.
Later, CEC adopted decisions on amending
the composition of some Con.ECs.
At the CEC session, current issues were
also discussed.

Foundation for Election Systems), USA
embassy and mass media also participated
at the CEC session.
