Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on August 30, 2008.
Firstly, session minutes adopted by CEC, dated on August 16, August 18, August 20 and August 23, 2008 were approved.
Later, Mr. Natig Mammadov, CEC Secretary reported on the registration of Igbal Fehruz oghlu Aghazade nominated by Azerbaijan “Umid” Party. He stated that signature sheets containing more than 40 thousands voters’ signatures collected in support of the nominated candidate and the documents to be attached to them were submitted to the CEC by the authorized representative of the party on August 22, 2008. Election documents submitted for the registration of the candidate were checked by the experts of the Working Group at Commission. Relevant investigation was conducted in time and case defined by legislation and bases were determined for the registration of the candidate. CEC adopted decision on the registration of Ibal Fehruz oghlu Aghazade as a candidate in Presidential Elections of the Republic of Azerbaijan, appointed on October 15, 2008.CEC approved the candidacies of Aliyar Gurbaneli oghlu Safarli and Mubariz Tofig oghlu Allahverdiyev, nominated on their own initiatives.At the session, the issue on the number and rule for preparing final protocols of election commission was considered. CEC decided that related to Presidential Elections of the Republic of Azerbaijan, appointed on October 15, 2008, protocols of relevant election commissions on the voting results shall be successively one-by-one numbered pursuant to format and texts of the samples defined by CEC, as well as the number of current electoral bodies, their series shall be indicated, each copy of them shall be in the form of booklet of carbonized paper in different colors and shall consist of 3 copies, as well as 30 unnumbered and uncarbonized papers shall be prepared in the press of the Apparatus of the Milli Majlis of the Republic of Azerbaijan for each election commission. The issue on the text, format and rule for preparing the notification on informing the voters on the place and time of the voting was also put under discussion of the Commission. Commission approved the text and format of these notifications and decided that number of the notifications on informing voters on the place and time of the voting shall be defined as 5 000 000 and prepared at the press of the Apparatus of the Milli Majlis of the Republic of Azerbaijan.CEC made amendments in the compositions of some Con.ECs.At the session, current issues were also considered. Chairman of Central Election Commission addressed to students and other voters unable to vote in the precinct where he/she has been registered.
Chairman of Central Election Commission of the Republic of Azerbaijan (CEC) addressed to students and other voters unable to vote in the precinct where he/she has been registered and stated that pursuant to Article 101.2 of Election Code, the voters unable to vote in the precinct where they have been included in the voters’ lists can vote in any precinct on the voting day by receiving de-registration card from the relevant Constituency and Precinct Election Commission (Con.EC and PEC) based on this card. While speaking about such voters, first of all, students are meant. Students, who are on summer vacation, will return to the cities where they study from the areas since September where they have been permanently registered. Because of the difficulty of their turning back to these areas again, they shall get de-registration cards by applying to Constituency election Commissions (Con.ECs). Besides students, internally displaced voters, voters on official trips or resting in another place can also exercise the right to get de-registration card.
In order to get this card, these voters can apply to the Con.EC from 45 days till 25 days prior to the voting day, i.e. since August 31 up to September 2 and to the PEC from 24 days till 3 days prior to the voting day, i.e. since September 21 up to October 12. it shall be prohibited to provide a voter with several de-registration cards. De-registration card shall be provided to the voter based on the voter’s applications or his/her authorized representative based on the powers of attorney approved in the notary order.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on August 23, 2008.
Firstly, session minutes by the Commission, dated on August 7, 9 and 12, 2008 were approved.Later, Mr. Natig Mammadov, CEC Secretary reported on the approval of candidacies of Mr. Fazil Gazanfar oghlu Mustafayev, Chair of “Boyuk Gurtulush” Party and Deputy of the Milli Majlis nominated by this party and Mr. Fikret Taghi oghlu Ahadov nominated on his own initiative. CEC adopted decisions on the approval of the candidacies of both persons. CEC also registered authorized representatives of the approved persons. Mrs. Tamam Jafarova, CEC Commissioner reported on making amendments in the composition of Gabala Con.EC # 116. CEC adopted decision on making amendments in the composition of this Con.EC.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on August 18, 2008.
Firstly, Mr. Natig Mammadov, CEC Secretary reported on the establishment of the Expert Group. Decisions were adopted on the establishment of Expert Groups under CEC consisting of 9 persons and under constituency Election Commissions (Con.ECs) consisting of 3 persons.Later, the issue on appointing a member having consultative right to the CEC by the New Azerbaijan Party. It was adopted decision on the appointment of Mr. Aydin Mirzezade, Deputy of the Milli Majlis as a member having consultative right at the CEC. CEC also adopted decision on the approval of the candidacies of Mr. Teymur Parviz oghlu Guliyev and Mr. Suleyman Ughuz oghlu Guliyev nominated on their own initiatives. CEC made amendments in the compositions of some Con.ECs.At the session, current issues were also considered.At the CEC session, representatives of the European Council, the USA embassy, IFES (the USA) and mass mesia also took part.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on August 16, 2008. Firstly, CEC Chairman reported on the registration of the candidacy of Mr. Ilham Heydar oghlu Aliyev nominated by the New Azerbaijani Party. He stated that candidacy of Mr. Ilham Heydar oghlu Aliyev, President of the Republic of Azerbaijan, Chairman of the New Azerbaijani Party nominated by this party was approved by Decision # 9/33 adopted by the CEC dated on August 7, 2008. Signature sheets including 46 750 signatures of voters collected in the support of the nominated candidate and the documents to be attached to them were submitted to the CEC by the authorized representative of the party on August 11, 2008. Signatures were collected from 124 constituencies. Election documents submitted for the registration of the candidate were checked by the specialists of the Working Group. Relevant investigation was conducted in time and case implied by legislation and bases for the registration of the candidate were determined.CEC adopted decision on the registration of Mr. Ilham Heydar oghlu Aliyev as a candidate in Presidential Elections of the Republic of Azerbaijan appointed on October 15, 2008. Later, Mr. Natig Mammadov, CEC Secretary reported on the approval of the candidacy of Mr. Gulamhuseyn Surkhay oghlu Alibayli nominated on his own initiative. CEC adopted decision on the approval of the candidacy of Mr. Gulamhuseyn Surkhay oghlu Alibayli. Decision was also adopted on the registration of Mr. Muzaffar Giyas oghlu Bakhishov as an authorized representative of Mr. Gulamhuseyn Surkhay oghlu Alibayli, candidate to presidency. CEC also adopted decisions on making amendments in some normative acts.CEC made amendments in the composition of some Constituency Election Commissions.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on August 12, 2008.
Firstly, Mr. Natig Mammadov, CEC Secretary reported on the establishment of control-inspection service under CEC. According to the CEC decision, control-inspection service was established consisting of three members of the CEC, chair of Finance Department of CEC Secretariat, representatives of the Ministries for Finance and Taxes, Accounting Chamber and National Bank. Mr. Ramiz Ibrahimov, CEC Commissioner was appointed head of this service.
Later, the authorized representatives and authorized representatives on financial issues of the Azerbaijan “Umid” Party, Whole Azerbaijan Popular Front Party, Azerbaijan Liberal Democratic Party, Modern Musavat Party and “Yashil Siyaset” (“Green Policy”) Initiative Group were registered.

Central Election Commission of the Republic of Azerbaijan conducted its session headed by Mr. Mazahir Panahov on August 9, 2008.
Firstly, Mr. Natig Mammadov, CEC Secretary reported on the establishment of the Working Group for checking the information included in signature sheets, election documents submitted by political parties, blocs of political parties. CEC decided to establish the Working Group consisting of the experts from Court Expertise Center of the Ministry for Justice of the Republic of Azerbaijan, from Ministry for Finance of the Republic of Azerbaijan, Ministry for Interior Affairs of the Republic of Azerbaijan, Ministry of Taxes of the Republic of Azerbaijan, National Register Service of Real Estate of the Republic of Azerbaijan and Computing Chamber of the Republic of Azerbaijan in order to check the accuracy of the information included in signature sheets and the documents attached to them. Mr. Ilham Mammadov, CEC Commissioner was appointed the head of the Working Group. Later, the issue on the registration of the authorized representatives of the New Azerbaijani Party in Presidential Elections of the Republic of Azerbaijan dated on October 15, 2008 was considered. Decisions were adopted on the registration of Mr. Ali Ahmadov, Deputy Chairman of the New Azerbaijani Party and deputy of the Milli Majlis, Mr. Mubariz Gurbanli, Deputy Executive Secretary of the New Azerbaijani Party as authorized representatives and Mr. Siyavush Novruzov, Deputy Executive Secretary of this party and Deputy as authorized representative on financial issues.
CEC adopted decisions on approving the candidacy to presidency of Mr. Gudrat Hasanguliyev, nominated by the Party of Whole Azerbaijan Popular Front, Mr. Hafiz Hajiyev, nominated by Modern Musavat Party, Mr. Fuad Aliyev, nominated by Azerbaijan Liberal Democrats Party, Mr. Mayis Gulaliyev, nominated by “Yashil siyaset” (“Green Policy”) Initiative Group and Mr. Gudrat Ishagov, nominated on his own initiative.

Firstly, session minutes adopted by the Commission dated on July 4, 18 and 28, 2008 were approved.
Later, Mr. Natig Mammadov, CEC Secretary reported on the approval of candidacy of Mr. Ilham Heydar oghlu Aliyev to Presidency of the Republic of Azerbaijan nominated by the New Azerbaijani Party. He stated that Mr. Ilham Heydar oghlu Aliyev, President of the Republic of Azerbaijan, chair of the New Azerbaijani Party was nominated in Presidential Elections of the Republic of Azerbaijan to be conducted on October 15, 2008 by Decision of IV Convention of the New Azerbaijani Party dated on August 2, 2008. Documents for the approval of the candidate’s nomination were submitted to the CEC by the authorized representative of the party on August 2, 2008. CEC conducted investigation related on this in period and case implied by legislation and determined bases for approving the nominated candidacy. Furthermore, Initiative Group from Nakhichevan Autonomous Republic and “Confederation of Officers in Reserve” initiative group also applied to the CEC on their support his candidacy. CEC decided to approve the candidacy of Mr. Ilham Heydar oghlu Aliyev who has been nominated by the New Azerbaijani Party in Presidential Elections of the Republic of Azerbaijan appointed on October 15, 2008. The issue on the approval of the candidacy of Mr. Igbal Fehruz oghlu Agha-zade nominated by Azerbaijan “Umid” Party was also reported about and it was informed on the accuracy of the documents submitted for the approval of this person’s candidacy. CEC adopted decision on the approval of the candidacy of Mr. Igbal Fehruz oghlu Agha-zade. CEC adopted decision on the approval of candidacies of Mr. Yashar Rahim oghlu Ahmadov, Vugar Sabir oghlu Seyidov, Alimukhtar Dadash oghlu Akbarov and Ms. Sevinj Maharram gizi Guliyeva who have been nominated on their own initiatives. CEC also decided to adopt some normative acts. CEC made amendments in the composition of Yasamal third Con.EC # 17, Sabail Con.EC # 29, Guba Con.EC # 52, Fuzuli Con.EC # 84, Tovuz Con.EC # 105, Tovuz-Aghstafa Con.EC # 106 and Jabrayil-Gubadli Con.EC # 120.
