Seminar-conference was conducted at the meeting hall of Central Election Commission on February 25, 2006 related to the preparation and conduct of re-elections to the third call Milli Majlis of the Republic of Azerbaijan, appointed on May 13, 2006 in Binagadi second Con.EC # 9, Surakhani second Con.EC # 31, Nizami second (Ganja) Con.EC # 38, Sumgayit second Con.EC # 42, Sumgayit-Absheron Con.EC # 44, Jalilabad-Masalli-Bilasuvar Con.EC # 69, Gadabay Con.EC # 103, Tovuz-Gazakh-Aghstafa Con.EC # 106, Zagatala Con.EC # 110 and Aghdam village Con.EC # 119. Commissioners of Central Commission, incumbents of CEC Secretariat, members of the above-mentioned Con.ECs, representatives of the USA embassy and IFES (International Foundation for Election Systems)took part at the seminar-conference.
Mr. Mazahir Panahov, CEC Chairman who opened the seminar-conference, congratulated recently appointed Con.EC commissioners and wished them success in their activity. Chairman stated that one of the basic indicators of democracy level in each society is elections and we can proudly say that position of Mr. Ilham Aliyev, head of our state consists of rapid development of democracy in society. Such opinion of the state’s head is a very important factor for the conduct of elections under democratic conditions. President emphasized his political will concerning this issue in previous elections, too. Two known orders signed during Parliamentary Elections dated on November 6, 2005 and targets in speeches of Mr. President prove this. The position of the state’s head concerning re-elections is more important.
Though re-elections are conducted in totally, 10 constituencies, requirements of Election Code and other relevant legal-normative acts shall seriously be met. As in previous elections, the persons who allowed law violations will be punished. Therefore, the citizens of the Republic of Azerbaijan shall be provided with maximum facilities to exercise their rights to elect and be elected implied by our Constitution. At the same time, if we consider the importance of conducting elections under democratic conditions in increasing international influence of our country, then we can witness huge responsibility upon the persons who work in electoral organizations. State’s interest shall be priority over everything. CEC Chairman who informed about the processes of candidate nomination and registration at the present, advised Con.EC members to assist candidates, explain legal requirements and recommended them to be attentive in the specification of voter lists.
By reminding that we are in the period of Khojali slaughter on February 26, CEC Chairman offered to commit slaughter victims and all martyrs to memory for a minute. After commiting our martyrs to memory, the speakers were given speech.
Mr. Igbal Babayev, Director of “Sechkilar” (“Elections”) Information Center under Central Election Commission reported on “the specification of voter lists and making voters familiar with voter lists”, Mr. Natig Mammadov, CEC Secretary reported on “the rules for the check of the documents concerning candidate nomination and registration and rules for the adoption of Con.EC decision related to re-elections to the Milli Majlis” and Mr. Azer Taghiyev CEC Commissioner reported on “the conduct of pre-election campaign”.
At the end of the seminar, CEC Chairman and speakers replied to questions of Con.EC members.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on February 22, 2006.
Firstly, CEC session minutes dated on February 7 and February 10, 2006 were approved.
Later, Mrs. Svetlana Gasimova, CEC Deputy Chairman, Mr. Natig Mammadov, CEC Secretary, CEC Commissioners – Mrs. Tamam Jafarova and Mr. Rovshan Ismayilov reported on the formation of the composition of some Con.ECs. CEC adopted decision on the formation of the composition of 12 Con.ECs.
Mr. Ilha Mammadov, CEC Commissioner reported on the appeals entered the Commission. One appeal was sent to the Ministry of Interior Affairs of the Republic of Azerbaijan for the investigation.
At the session, current issues were also considered.
At the CEC session, representatives of IFES (International Foundation for Election Systems) and mass media also took part.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session on February 10, 2006.
Firstly, session minutes of the Commission, dated on January 19, January 24, January 30 and February 4, 2006 were approved.
Later, Mr. Natig Mammadov, CEC Secretary reported on the issue on the approval of candidate nomination on some constituencies related to re-elections to the Milli Majlis of the Republic of Azerbaijan appointed on May 13, 2006. decision was adopted on the approval of nomination of 2 persons on each of Binagadi second Con.EC # 9 and Sumgayit second Con.EC # 42 and nomination of a person on each of Zagatala Con.EC # 110 and Aghdam village Con.EC # 119.
Afterwards, Mrs. Svetlana Gasimova, CEC Deputy Chairman reported on the issue of making amendments in the composition of the Commission on de-limitation of constituencies. Mr. Igbal Babayev, Direcotr of “Sechkilar” Information Center under CEC was appointed member of the Commission.
CEC adopted decision on the formation of compositions of Binagadi second Con.EC # 9, Surakhani second Con.EC # 31, Nizami second (Ganja) Con.EC # 38, Sumgayit second Con.EC # 42, Sumgayit-Absheron Con.EC # 44, Jalilabad-Masalli-Bilasuvar Con.EC # 69, Gadabay Con.EC # 103, Tovuz-Gazakh-Aghstafa Con.EC # 106, Zagatala Con.EC # 110 and Aghdam village Con.EC # 119.
At the session, current issues were also considered.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its first session in new composition on February 7, 2006 . The session was headed by Mrs. Svetlana Gasimova, CEC Commissioner.
Mr. Ogtay Asadov, Chair of the Milli Majlis of the Republic of Azerbaijan , who took part at the CEC session, congratulated CEC Commissioners on the occasion of their election and wished them success.
Later, the organizational issue was considered. Mr. Mazahir Panahov was elected CEC Chairman. Mrs. Svetlana Gasimova was elected CEC Deputy Chairman and Mr. Natig Mammadov was elected CEC Secretary.
