The session of the Central Election Commission
of the Republic of Azerbaijan (CEC) was
conducted by Mr. Mazahir Panahov on July
30, 2004.
First, CEC session minutes dated on July
16, 2004 and 23, 2004 were approved.
Mr. Natig Mammadov and Mr. Vidadi Mahmudov,
CEC Secretaries reported on the drafts
of those document samples in Elections
to the Milli Majlis of the Republic of
Azerbaijan. The Commission decided to
approve these document samples.
Later, CEC adopted decision on the approval
of the Comment on the usage of de-registration
cards (voting card) during Elections to
the Milli Majlis.
Mrs. Svetlana Gasimova, CEC Deputy Chairman
and Mr. Natig Mammadov, CEC Secretary
reported on making amendments in the composition
of some Constituency Election Commissions
(Con.ECs). The Commission adopted decision
on the dismiss of Bakhtiyar Ismayil oghlu
Humbatov from the membership of the second
second Kapaz Con.EC # 40 and Sharaf Yusif
oghlu Babazade from the membership of
Yevlakh Con.EC # 48 in accordance with
their own applications. Kamal Aliabbas
oghlu Farziyev was appointed member of
Khatai Con.EC # 36 and Niftulla Abdulla
oghlu Azizov – the member of Bilasuvar
Con.EC # 66 by CEC decision.
In CEC session, the entered apply also
was considered and relevant decision was
adopted.
Representatives of domestic and foreign
mass media participated in CEC session.

The session of the Central Election Commission
of the Republic of Azerbaijan (CEC) was
conducted by Mr. Mazahir Panahov on July
23, 2004.
Mr. Natig Mammadov, CEC Secretary who
had reported on the first issue in the
agenda, reported on making amendments
in the composition of first Nizami Con.EC
# 24 and the CEC adopted decision on the
early dismiss of Parviz Majid oghlu Amanov
from membership of the first Nizami Con.EC
# 24. Yalchin Gazanfar oghlu Rahimov was
appointed for this post by another decision
by CEC.
Mr Azer Taghiyev, CEC commissioner reported
on the approval of some document samples
related to Elections to the Milli Majlis
of the Republic of Azerbaijan – the application
of the citizen intending to observe in
all areas of the republic, application
of the citizen intending to observe in
the territory of the Con.EC, as well as
forms of registration cards of the candidate
in Elections to the Milli Majlis of the
Republic of Azerbaijan. CEC decided to
approve these document samples.
At the session, current issues were discussed.

The session of the Central Election Commission
(CEC) was conducted by Mr. Mazahir Panahov,
CEC Chairman on June 24, 2004.
First, the Instruction on the rules for
the establishment of voters initiative
groups and candidate nomination on citizens`
own initiative or the initiative of the
voters initiative group was put into discussion.
Mr. Ingilab Nasirov, CEC Secretary reported
on this issue. CEC decided to approve
this Instruction.
Later, the Commission considered the approval
of Rules for providence of candidates,
their authorized representatives, authorized
representatives of political parties and
blocks of political parties with signature
sheets by the Constituency Election Commission
(Con.EC) during Elections to the Milli
Majlis of the Republic of Azerbaijan.
CEC also decided to settle this issue
positively.
Mrs. Svetlana Gasimova, CEC Deputy Chairman
reported on the Agenda of seminar-conference
related to the conduct of by-elections
to the Milli Majlis in constituencies
# 24 Nizami first, # 29 Sabail and # 101
Khanlar Dashkasan on October 19, 2004.
CEC commissioners approved the Agenda
of the seminar-conference.
In the session, it was decided to make
amendments in the composition of Con.ECs
# 5 Julfa-Babek, # 65 Sabiarabad-Kurdamir,
#110 Zagatala and # 113 Shaki.
At the end of the session, current issues
were discussed.
Representatives of IFES (International
Foundation for Election Systems) and of
domestic and foreign mass media participated
in the session of the Commission.
