Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on July 27, 2005.
Firstly, Mr. Natig Mammadov, CEC Secretary reported on the issue of the registration of “Azerbaijan Progress Alliance” political party bloc at CEC related to Elections to the Milli Majlis of the Republic of Azerbaijan to be conducted on November 6, 2005. CEC adopted decision on the registration of this bloc.
Later, CEC adopted decisions on making amendments in the composition of some Con.ECs.
At the CEC session, current issues were also discussed.
Representatives of IFES (International Foundation for Election Systems) and mass media also participated at the CEC session.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on July 24, 2005.
Firstly, Mr. Natig Mammadov, CEC Secretary reported on the issue of considering registration of “Azerbayjanchi Guvvalar” (“Azerbaijani Forces”) political party bloc at CEC related to Elections to the Milli Majlis of the Republic of Azerbaijan to be conducted on November 6, 2005. CEC adopted decision on the registration of the “Azerbayjanchi Guvvalar” political party bloc. But the emblem of this political party bloc was not approved as it did not meet the requirements of Article 51.3 of Election Code. The bloc was recommended to submit its emblem to CEC again by making compatible with requirements of Article 51.3 of Election Code.
The Commission adopted decisions on the registration of “Democratic Azerbaijan”, “For the sake of Azerbaijan” political party blocs.
Mr. Vidadi Mahmudov, another CEC Secretary reported on the draft of “Instruction on the participation of persons without citizenship and permanently living in the Republic of Azerbaijan”. CEC adopted decision on the approval of this Instruction.
The Commission also considered the registration of the persons applied to CEC as observers in order to observe and decided to register the persons applied to CEC as observers to observe elections pursuant to Article 40 of Election Code.
Later, CEC adopted decisions on making amendments in the composition of some Con.ECs.
At CEC session, current issues were also discussed.
Representatives of IFES (International Foundation for Election Systems) and mass media also participated at CEC session.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on July 21, 2005.
Firstly, Chairman of the Commission congratulated representatives of media on the occasion of 130th anniversary of National Media to be on July 22, 2005 and spoke about their important role the creativity of legal state and civil society.
Later, Mr. Natig Mammadov, CEC Secretary reported on the registration of “Islahat” political party bloc by CEC related to Elections to the Milli Majlis of the Republic of Azerbaijan to be conducted on November 6, 2005. The Commission adopted decision on the registration of this bloc. CEC also solved the issue of the registration of “Azadlig” and “Yeni Siyaset” political party blocs positively.
Mr. Vidadi Mahmudov, CEC Secretary reported on the draft of Instruction “on the rules for the preparation of ballot papers, envelopes to put them in and voting protocols of election commissions and their submission to Constituency and Precinct Election Commissions (Con.ECs and PECs) in Elections to the Milli Majlis of the Republic of Azerbaijan” and the Commission adopted decision on the approval of the draft of this Instruction.
CEC also approved the Instruction “on the rule for the issuance of voter cards” and the draft of Instruction “on the status of members of election commissions with consultative rights”.
The Commission adopted decision on making amendments in the compoisition of some Con.ECs.
During the discussion of current issues, Mr. Igbal Babayev, director of “Sechkilar” Information Center spoke about the information posted on the CEC website and informed that persons interested in it can the information on the number of voters, boundaries of constituencies and addresses of precincts from this website page.
Representatives of IFES (International Foundation for Election Systems) and domestic mass media also participated at the CEC session.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on July 12, 2005.
Firstly, Mrs. Svetlana Gasimova, CEC Deputy Chairman reported on the approval of the scheme of constituencies in the borders of which partly changes were made. CEC adopted decision on the approval of the scheme of these constituencies.
Later, Mr. Natig Mammadov, CEC Secretary reported on the draft of “Instruction on the status of agents in Elections to the Milli Majlis of the Republic of Azerbaijan”.
CEC also approved the draft of “Instruction on the status of the candidate to deputy, authorized representatives of political parties and political party blocs”.
The Commission adopted decisions on making amendments in the composition of some Constituency Election Commissions.
At the session, current issues were also discussed.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on July 8, 2005.
Firstly, decision was adopted on the approval of session minutes dated on May 30, June 4, June 18 and June 22, 2005.
Later, Mr. Natig Mammadov, CEC Secretary reported on the draft of Instruction “on opening specific election accounts and its registration, rule of accounting, as well as rules for entrance and expenditure of election funds of candidates, registered candidates, political parties and political party blocs in Elections to the Milli Majlis of the Republic of Azerbaijan”. The Commission adopted decision on the approval of this document.
Mr. Vidadi Mahmudov, another CEC Secretary reported on the draft of Instruction “on rules for the distribution of funds among election commissions allocated for the preparation and conduct of Elections to the Milli Majlis of the Republic of Azerbaijan from the state budget and control on the usage of the mentioned funds on the destination”. CEC adopted decision on the approval of this Instruction, too.
At the session, decision was adopted on considering invalid of the “Instruction on rules for the establishment of voters initiative groups and nomination of candidates by the citizen`s own initiative or by the voters initiative group in Elections to the Milli Majlis of the Republic of Azerbaijan” approved by CEC Decision # 06/44 dated on June 23, 2004.
Furthermore, CEC adopted decision on making amendments in the compositions of some Constituency Election Commissions.
At CEC session, current issues were also discussed.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on July 5, 2003.
Firstly, CEC Chairman informed CEC commissioners that Mr. Ilham Aliyev, President of the Republic of Azerbaijan signed the order related to the appointment of Elections to the Milli Majlis of the Republic of Azerbaijan on July 4, 2005. Later, he reported on the approval of Calendar Plan for basic measures and activities for second call Elections to the Milli Majlis of the Republic of Azerbaijan. Calendar Plan was approved by considering suggestions of commissioners.
At the CEC session, current issues were also discussed.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on July 4, 2005.
Firstly, Mr. Natig Mammadov, CEC Secretary reported on the names, number and compositions of some constituencies. The Commission adopted decision on the approval of this issue.
Mr. Natig Mammadov also reported on the draft of “Instruction on the establishment of voters initiative groups, nomination on citizens` own initiative or by voters initiative group in the Elections to the Milli Majlis of the Republic of Azerbaijan”. CEC approved this Instruction.
And Mr. Vidadi Mahmudov, another CEC Secretary reported on the draft of “Instruction on transfer and return of voluntary deposit in the Elections to the Milli Majlis of the Republic of Azerbaijan”. CEC adopted decision on the approval of this document.
CEC also approved “Instruction on the rules for the registration of political party blocs, nomination of candidates by political parties and political party blocs in Elections to the Milli Majlis of the Republic of Azerbaijan”, ‘Regulation for Working Group established by the relevant Constituency Election Commission (Con.EC) in order to check the accuracy of the information in election documents submitted to Con.Ecs for candidate registration and signature sheets, “Rules for checking information in the documents submitted by candidates, political parties, political party blocs and signature sheets by the relevant Con.EC”, “Rule for collection of the information about the amount and source of income and property of the candidate to deputy in Elections to the Milli Majlis of the Republic of Azerbaijan”, “ Act on providing with signature sheets for collection of signatures in candidate support in Elections to the Milli Majlis of the Republic of Azerbaijan”, “Instruction in new edit on collection of voters signatures in the support of the approved candidate to deputy and to submit them to the Con.EC during Elections to the Milli Majlis of the Republic of Azerbaijan”, “Instruction on rules for activity of international (foreign) observers in Elections to the Milli Majlis of the Republic of Azerbaijan”, and “Instruction on rules for observation in Elections to the Milli Majlis of the Republic of Azerbaijan”.
Furthermore, decisions on losing force of final protocol on collection of signatures in support of the candidate nominated on his/her own initiative, political parties and political party blocs and Act sample on checking the accuracy of the information in signature sheets were adopted.
Later, CEC adopted decision on changing the composition of Babek-Kangarli Con.EC # 3, Azizbayov Con.EC # 14 and Aghsu-Ismayilli Con.EC # 87.
At the session of the Commission current issues were also discussed.
Representatives of IFES (International Foundation for Election Systems), Embassy of Japan, domestic and foreign mass media also participated at CEC session.
