The Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session by Mr. Mazahir Panahov on November 27, 2004/
Firstly, Mr. Natig Mammadov, CEC Secretary reported on the issue of compiling Constituency Election Commission (Con.EC) protocols on voting results on municipalities distributed among territorial constituencies in the Municipal Elections of the Republic of Azerbaijan appointed on December 17, 2004. The Commission determined relevant Con.ECs that are to compile protocols on voting results on these municipalities.
Later, Mrs. Svetlana Gasimova, CEC Deputy Chairman reported on making amendments in the composition of some Con.ECs. CEC adopted decision on making amendments in the composition of Absheron Con.EC # 45 and Shaki Con.EC # 113.
At the session, appeals entered CEC related to the Municipal Elections were discussed. CEC considered the applications on complain of 10 citizens whose candidacies had been refused to be registered and adopted decision on the registration of the candidacies of 9 of them.
The Commission also considered current issues.
Representatives of domestic mass media also participated at the CEC session.

The Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session by Mr. Mazahir Panahov on November 19, 2004.
Firstly, Mr. Natig Mammadov, CEC Secretary reported on the implementation of active suffrage of citizens in the Municipal Elections appointed on December 17, 2004 who were exposed to leave a part of the territory of Azerbaijan Republic by Armenian armed forces. CEC decided that these persons can use their active suffrage in the territory of the municipality settled by them forcibly.
Later, appeals entered the Commission related to the Municipal Elections dated on December 17, 2004. CEC also considered applications on complain of 8 citizens whose candidacies had been refused to be registered and adopted decision on the registration of their candidacies.
CEC considered current issues.
Representatives of domestic mass media participated at the CEC session.

The Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session by Mr. Mazahir Panahov on November 18, 2004.
Firstly, Mrs. Svetlana Gasimova, CEC Deputy Chairman, Mr. Natig Mammadov and Mr. Vidadi Mahmudov, CEC Secretaries reported on making amendments in the composition of some Constituency Election Commissions (Con.ECs). CEC adopted decision on making amendments in the composition of Yasamal Con.EC # 15, Nizami first Con.EC # 24, Nizami second Con.EC # 25 and Yevlakh Con.EC # 48.
Appeals entered CEC related to the Municipal Elections dated on December 17, 2004 were also discussed. CEC considered applications on complain of 14 citizens whose candidacies had been refused to be registered and adopted decision on the registration of the candidacy of 13 persons of them.
CEC also considered current issues.
Representatives of domestic mass media also participated at the CEC session.

The Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session by Mr. Mazahir Panahov on November 13, 2004.
Firstly, Mrs. Svetlana Gasimova, CEC Deputy Chairman reported on making amendments in the composition of some Constituency Election Commissions (Con.ECs). The Commission adopted decision on making amendments in the composition of Nizami first Con.EC # 24 and Sabail Con.EC # 29.
Mr. Natig Mammadov, CEC Secretary reported on the appeals entered CEC. Applications on complain of 33 citizens were considered and decision was adopted on the registration of the candidacies of 32 persons of them.
The Commission also considered current issues.
Representatives of domestic mass media also participated at the CEC session.

The Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session by Mr. Mazahir Panahov on November 10, 2004.
Firstly, Mr. Natig Mammadov, CEC Secretary reported on the samples of some election documents related to the Municipal Elections dated on December 17, 2004. CEC approved the samples of these election documents.
Later, Mr. Vidadi Mahmudov, another CEC Secretary reported on making amendments in the composition of some Con.ECs. CEC adopted decision on making amendments in the composition of Surakhani first Con.EC # 30, Saatli Con.EC # 62, Lankaran city Con.EC # 73 and Shaki village Con.EC # 114.
At the session, appeals entered CEC were also discussed. CEC considered the complain applications of 21citizens and candidacies of 17 of them was decided to be registered.
CEC also considered current issues.
Representatives of IFES (International Foundation for Election Systems) and domestic mass media also participated at the CEC session.

The Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session by Mr. Mazahir Panahov on November 8, 2004.
Firstly, Mr. Natig Mammadov, CEC Secretary reported on the text, format, number and preparation rule of ballot papers related to the Municipal Elections on December 17, 2004. The Commission decided that 4.689.201 copies of ballot papers should be prepared not being 3% more than the general number of 4.552.662 voters included in the permanent voters lists on constituencies according to the information of the printing house of the Milli Majlis Apparatus of the Republic of Azerbaijan. CEC adopted decision on the approval of the text and format of ballot papers.
Later, the issue of making amendments in the composition of some Con.ECs was also discussed. CEC adopted decision on making amendments in the composition of Nasimi Con.EC # 21, Nizami second Con.EC # 25, Absheron Con.EC # 45, Yevlakh-Mingachevir Con.EC # 49 and Masalli Con.EC # 71.
At the session, appeals entered CEC related to the Municipal Elections on December 17, 2004 were also discussed. CEC considered the complain applications of 25 persons whose candidacies had been to refused to be registered and candidacy of 22 of them was decided to be registered.
CEC also considered current issues.
Representatives of IFES (International Foundation for Election Systems) and domestic mass media also participated at the CEC session.

The Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session by Mr. Mazahir Panahov on November 2, 2004.
The issue of submitting the final protocols of Nizami Con.EC # 24, Sabail Con.EC # 29 and Khanlar-Dashkasan Con.EC # 101 to the Constitutional Court of the Republic of Azerbaijan together with the attached documents for checking and approving By-Elections to the Milli Majlis of the Republic of Azerbaijan on October 19, 2004, was put into discussion.
This issue was reported by Mr. Natig Mammadov, CEC Secretary. It was noted that elections took part in conformity with law and law violations were only in some polling stations. Requirements of the Election Code of the Republic of Azerbaijan were violated in precincts # 2, 20, 21 and 26 of Nizami first Con.EC # 24 and precincts # 2, 4, 8 and 20 of Sabail Con.EC # 29 and therefore, CEC adopted decision on considering the voting results invalid in these precincts.
As the right of voters to participate in elections were violated in the precinct # 2 of the Sabail Con.EC # 29, it was decided to leave the composition of the Con.EC of this precinct.
CEC decided that as the Chairmen of the Nizami first Con.EC # 24 and Sabail # 29 could not fullfil their duties, relevant commissions should express their attitudes to this issue pursuant to Article 25.2.22 of the Election Code of the Republic of Azerbaijan.
During the discussions, it was noted that considering the voting results invalid in the mentioned precincts does not affect the general returns seriously. The Commission adopted decision on submitting the final protocols of Nizami first Con.EC #24, Sabail Con.EC # 29 and Khanlar-Dashkasan Con.EC # 101 to the Constitutional Court of the Republic of Azerbaijan for the check and approval of By-Elections to the Milli Majlis of the Republic of Azerbaijan on October 19, 2004.
Representatives of IFES and domestic mass media also participated at the CEC session.

The Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session by Mr. Mazahir Panahov on November 2, 2004.
Firstly, Deputy Chairman, Mrs. Svetlana Gasimova and Mr. Vidadi Mahmudov, CEC Secretary reported on the issue of making amendments in the composition of some Con.ECs. CEC adopted decision on making amendments in the composition of Nasimi Con.EC # 21, Yevlakh Con.EC #48 and Tartar Con.EC # 95.
Later, huseyn Mammad oghlu Pashayev was approved as a commissioner of the New Azerbaijan Party with consultative right in the CEC.
Mr. Natig Mammadov, another CEC Secretary reported on the appeals entered CEC related to the Municipal Elections of the Republic of Azerbaijan dated on December 17, 2004. CEC also considered complain applications that refuses the registration of the candidacies of 28 persons and adopted decision on the registration of their candidacies.
At the session, current issues were also considered.
Representatives of OSCE Baku office and domestic mass media participated at the CEC session.
