The Cenrtal Election Commission of the Republic of Azerbaijan (CEC) conducted its session by Mr. Mazahir Pazahir Panahov on October 27, 2004.
Firstly, Mr. Vidadi Mahmudov, CEC Secretary reported on the issue of making amendments in the composition of some constituencies. CEC decided to make amendments in the compositions of Shamkir Con.EC # 98 and Shaki Con.EC # 114.
Later, Mr. Natig Mammadov, another CEC Secretary reported on the appeals entered the Commission related to the Municipal Elections dated on December 17, 2004. CEC adopted decisions on these appeals.
At the session, current issues were also considered.
Representatives of OSCE Baku office and domestic mass media also participated at the CEC session.

The Central Election Commission of the Republic of Azerbaijan conducted its session by. Mazahir Panahov on October 22, 2004.
Firstly, Mr. Vidadi Mahmudov, CEC Secretary reported on making amendments in the composition of some Constituency Election Commissions (Con.ECs). Central adopted decision on making amendments in the composition of Shamkir Con.EC # 98 and Yasamal-Sabail Con.EC # 18.
Later, Mr. Natig Mammadov, CEC Secretary reported on appeals entered the Commission related to the Municipal Elections appointed on December 17, 2004. Central adopted relevant decisions on these appeals.
At the session, current issues were also considered.
Representatives of the USA Embassy, IFES (International Foundation for Election Systems), domestic and foreign mass media participated at the CEC session.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session on October 20, 2004.
Firstly, Mr. Azer Taghiyev CEC Commissioner reported on making amendments in the composition of Tartar Con.EC # 95 and Julfa-Babek Con.EC # 6. CEC adopted decision on making amendments in the composition of these Con.ECs.
Later, Mr. Ilham Mammadov, CEC Commission reported on appeals entered CEC related to By-elections to the Milli Majlis held on October 19, 2004. CEC adopted decisions on sending these appeals to the Prosecutor’s Office of the Republic of Azerbaijan for the investigation.
Mr. Natig Mamamdov, CEC Secretary reported on the appeals entered the Commission related to the Municipal Elections appointed on December 17, 2004. Relevant decisions on these appeals were adopted.
At the session, current issues were also considered.

Firstly, Mrs. Svetlana Gasimova, CEC Deputy Chairman and Mr. Vidadi Mahmudov, CEC Secretary reported on making amendments in the composition of some Constituency Election Commissions (Con.ECs). CEC adopted decision on making amendments in the composition of Binagadi Con.EC # 9, Nizami second Con.EC # 25, Khatai fourth Con.EC # 36, Yevlakh-Mingachevir Con.EC # 49, Shamakhi Con.EC # 85 and Zagatala-Balaken Con.EC # 111.
Later, Mr. Natig Mammadov, another CEC Secretary reported on appeals entered CEC related to the Municipal Elections appointed on December 17, 2004. CEC adopted relevant decisions on these appeals.
At the session, current issues were considered.
Representatives of domestic and foreign mass media participated at the CEC session.
It was decided to make amendments in the composition of Narimanov second Con.EC # 20 at the CEC session on October 19, 2004.
At the session, appeals sent to the Commission related to the Municipal Elections on December 17, 2004 were considered and relevant decisions were adopted.

CEC adopted decision in the composition Binagadi second Con.EC # 9, Yasamal Con.EC # 15, Yasamal – Sabail # 18, Narimanov first Con.EC # 19, Nasimi second Con.EC # 22, Khatai fourth Con.EC # 36, Mingachevir Con.EC # 47, Shamkir city Con.EC # 98, Zagatala – Balaken Con.EC # 111 and Shaki – Oghuz Con.EC # 115.
Later, Mr. Natig Mammadov, CEC Secretary reported on the applies entered CEC related to the Municipal Elections appointed on December 17, 2004. The Commission adopted decisions on the positive solution of the issues included in these applies.

Mr. Mazahir Panahov, CEC Chairman received Reno Harnish, Ambassador Extraordinary and Plenipotentiary of the USA in our republic, Laurence Bristow, Ambassador Extraordinary and Plenipotentiary of Great Britain, Rolan Blutman, Ambassador Extraordinary and Plenipotentiary of France and Maurizio Paves, Head of Baku office of OSCE on October 7, 2004.
The guests who thanked to the CEC Chairman for the reception, expressed their intention to hold view exchange on forthcoming Municipal Elections. Reno Ha5rnish, US Ambassador specially emphasized that the of the Commission has increased it professionalism and was interested in works done by the CEC concerning Municipal Elections.
CEC Chairman reported on specification process of voters lists in lower election commissions, reception of election documents, approval and registration of nomination for the municipality \
embership, Instructions, Comments and Rules adopted by CEC, document samples approved by it. It brought into the attention of the guests that there had not been any complaints related to the candidate registration except oral complaints and these complaints were in time replied, problems were immediately solved.
The guests stated they keep the Municipal Elections in mind and are ready to help Azerbaijan in this issue as before.
Mr. Mazahir Panahov, CEC Chairman expressed his gratitude for help and stated his satisfaction for the cooperation with either international organizations or diplomatic representations of foreign countries in our country. CEC Chairman also informed about mistakes made during the preparation of reports on our country by international organizations. He stated that to give space to points reflecting the truth about our republic in the resolution # 1358 on the function of democratic institutions by Parliamentary Assembly of European Council are to be appreciated. But it is of great pity that this document also contained some wrong conclusions. We should state concerning the conclusion of not whole ensurance of transparency in the election process during Presidential Elections dated on October 15, 2003 that it was expressed in the preliminary report of OSCE observation mission that transparency had been ensured on the irreplaceable level in the Presidential Elections. At that time more than 1000 foreign observers and more than 40 000 domestic observers observed the electoral procedure. This resolution states as if the Presidential electoral results were not published. But preliminary voting results were placed in the CEC web-site on the Election Day itself. And voting results on precincts were published in “Khabarlar” journal that is CEC official edition not within 6 months, but 2 months earlier pursuant to the requirements of the Election Code.
At the end of the meeting, guests stated their thanks for frankly reception.
Chairman of the Commission also expressed his wish for such regular meetings and asked for ensurance of the participation of representatives of diplomatic corps represented by them in CEC sessions. It would help them to get right information on CEC finction.
Svetlana Gasimova, CEC Deputy Chairman, Chingiz Alakbarov, Chair of CEC Secretariat, Rovzat Gasimov, International Relations Department of Secretariat and Azer Sariyev, Chair of Press Service Department also participated it the meeting.

The Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session by Mr. Mazahir Panahov on October 7, 2004.
First, Mr. Natig Mammadov, CEC Secretary reported on re-organization of some election precincts. CEC adopted decision on re-organization of these precincts.
Later, Mr. Vidadi Mahmudov, another CEC Secretary reported on the drafts of Comments on completing the final protocol of the Precinct Election Commission related to the voting results in Municipal Elections and on completing the final protocol of the Constituency Election Commission related to the voting results in Municipal Elections. CEC approved these drafts.
The Commission also approved act samples on providing the Constituency Election Commission with blanks of de-registration cards by CEC in Municipal Elections.
In the session, decisions on making amendments in the composition of some Constituency Election Commissions were adopted.
CEC also considered current issues.

The Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session by Mr. Mazahir Panahov on October 1, 2004.
First of all, CEC protocols dated on September 2, 9 and 16, 2004 were approved.
Later, Mr. Natig Mammadov, CEC Secretary reported on the following issue included in the agenda – i.e. registration of “Azerbaijani Forces Union” block of political parties. CEC adopted decision on the registration of this election block.
The Commission also adopted decision on requirements for preparation rule, text and format, the number of ballot papers in By-elections to the Milli Majlis.
Mr. Vidadi Mahmudov, CEC Secreatry reported on the draft of the Precinct Election Commission protocol on voting results in municipal elections. CEC approved this protocol sample.
Later, amendments were made in the composition of some Constituency Election Commissions.
The Commission also considered current issues.
Representatives of IFES (International Foundation for Election Systems) and mass media participated in the CEC session.
