Central Election Commission of the Republic
of Azerbaijan (CEC) conducted its session
headed by Mr. Mazahir Panahov on October
29, 2005.
Firstly, Mr. Vidadi Mahmudov, CEC Secretary
reported on the draft of Instruction “On
the rules for inking of voters fingers
in third call Elections to the Milli Majlis
of the Republic of Azerbaijan on November
6, 2005”. This document was approved by
considering suggestions of commissioners.
Later, decisions were adopted on making
changes in the composition of some Constituency
Election Commissions.
Appeals entered CEC were discussed.
At the session, current issues were also
considered.
At the CEC session, experts of OSCE/ODIHR,
the USA embassy, representatives of IFES
(International Foundation for Election
Systems) and mass media also took part.

Central Election Commission of the Republic
of Azerbaijan (CEC) conducted its session
headed by Mr. Mazahir Panahov on October
26, 2005.
Firstly, CEC Chairman spoke about the
exceptional importance of Order by President
of the Republic of Azerbaijan dated on
October 25, 2005 “ON urgent activities
related to the preparation and conduct
of Elections to the Milli Majlis of the
Republic of Azerbaijan” and stated that
this document is a very important step
taken in the direction of the activities
implemented for the transparent and democratic
elections. By emphasizing that CEC should
take urgent steps in this direction, he
also spoke about duties of the Commission.
The other commissioners informed that
they share what CEC Chairman had spoke
about and named the above-mentioned order
signed by President was a progressive
step.
Later, Mr. Natig Mammadov, CEC Secretary
reported on the usage of ink in Elections
to the Milli Majlis. CEC adopted decision
on the usage of ink in Elections to the
Milli Majlis. Mr. Vidadi Mahmudov, CEC
Secretary reported on tha approval of
card sample of the members with consultative
rights appointed to Precinct and Constituency
Election Commissions. The Commission approved
the sample of this document.
Afterwards, the issue on making changes
in the composition of some Constituency
Election Commissions was considered. CEC
adopted decisions on making changes in
the composition of the Surakhani Con.EC
# 31, Khatai first Con.EC # 33, Jalilabad
village Con.EC # 68 and Lerik-Lankaran
Con.EC # 78.
Appeals entered CEC were put into discussion
and two of the appeals were sent to the
Prosecutor’s Office of the Republic of
Azerbaijan for the investigation.
At the session, current issues were also
considered.

IFES (International Foundation for Election
Systems) and mass media also took part.

Central Election Commission of the Republic
of Azerbaijan (CEC) conducted its session
headed by Mr. Mazahir Panahov on October
23, 2005.
Firstly, Mr. Natig Mammadov, CEC Secretary
submitted the issue on making necessary
changes in some information in the ballot
paper for the discussion of CEC commissioners.
CEC decided that after the preparation
of ballot papers, by drawing a line on
the information about candidates who withdrew
their candidacies or their registration
were canceled or political party, political
party blocs in the ballot papers by Constituency
or Precinct Election Commission, the relevant
information on appendices and changes
made to the information about the registered
candidates, political parties or political
party blocs included in the published
ballot paper shall be located on the information
badge of the Precinct Election Commission.
Later, Mrs. Svetlana Gasimova, CEC Deputy
Chairman and Mr. Vidadi Mahmudov, CEC
Secretary reported with suggestions to
make changes in the composition of some
Constituency Election Commissions (Con.ECs).
CEC adopted decisions on making changes
in the composition of the Yasamal Con.EC
# 16, Khatai third Con.EC # 35, Jalilabad
village Con.EC # 68 and Jabrayil-Gubadli
Con.EC # 120.

Central Election Commission of the Republic
of Azerbaijan (CEC) conducted seminar-conference
on third call Elections to the Milli Majlis
of the Republic of Azerbaijan at the assembly
hall of Government House on October 19,
2005. At the conference, CEC commissioners,
chairmen of Constituency Election Commissions
(Con.ECs) and officials of CEC Secretariat
took part.
Mr. Mazahir Panahov, CEC Chairman opened
the seminar-conference. He stated that
Elections to the Milli Majlis of the Republic
of Azerbaijan on November 6, 2005 is a
great historical event and we should be
proud of being its participants. CEC Chairman
informed that very important and crucial
process of elections is going on, there
is not any serious problem up today and
he considers general conditions very sufficient.
By stating about keeping the issue of
the distribution of voter cards to voter
in attentions, Chairman noted that lower
election commissions have strengthened
their activity in this direction. There
is no even one person who has not got
a voter card.
CEC Chairman reminded that there are 17
days up to the voting day and noted that
any violation of law in the polling stations
shall be prohibited and illegal steps
should not be put forward on the voting
day. All observers and representatives
of mass media shall be provided with facilities
to observe and follow the process of vote
counting independently without interference.
Like other provisions implied by the Order
of Mr. Ilham Aliyev, President of the
Republic of Azerbaijan “on improving of
election practice in the Republic of Azerbaijan”,
requirements of this provision shall also
be met. Reports of observers help us in
the evaluation of the election process
very much.
Chairman informed commissioners about
illegalness of functioning in favor of
any candidate and this issue will remain
under attention.
Mr. Panahov stated about great potential
and every facility for the conduct of
elections under democratic conditions
and noted that the conduct of elections
under transparent, democratic and fair
conditions is much more necessary for
us than for all. Head of the state and
government administration also take this
stand.
Later, reporters were given floor. Firstly,
Mr. Vidadi Mahmudov, CEC Secretary reported
on “the publication of ballot papers and
their distribution to Constituency and
Precinct Election Commissions”.
Afterwards, Mr. Igbal Babayev, Head of
“Sechkilar” Information Center under CEC
reported on “Specification of voters lists
and preparation for elections”/ Mr. Natig
Mammadov, CEC Secretary reported on “Organization
of the voting, rule for voting, counting
of votes and determination of electoral
results” and Mr. Rovzat Gasimov, Head
of International Relations Department
of CEC Secretariat reported on “Results
of the conduct of trainings”.
At the end of the activity, questions
of seminar participants were replied.
At the seminar-conference, representatives
of IFES (International Foundation for
Election Systems) and OSCE/ODIHR Election
Observation Mission also took part.

Central Election Commission of the Republic
of Azerbaijan (CEC) conducted its session
headed by Mr. Mazahir Panahov on October
19, 2005.
Firstly, CEC session minutes dated on
September 6, September 7, September 10,
September 14, September 22 and September
24, 2005 were approved.
Later, Address to Azerbaijani citizens
of Armenian origin living in the areas
of the Republic of Azerbaijan under occupation
was adopted.
At the session, the issue on making changes
in the composition of some Constituency
Election Commissions (Con.ECs) and relevant
decisions were adopted.
Mr. Vidadi Mahmudov, CEC Secretary reported
on the issue of the conduct of pre-election
campaign by “TV and Radio Broadcasts of
the Republic of Azerbaijan” Closed Stock
Company and other TV and Radio Companies.
The Commission adopted statement on this
issue.
Mr. Arzukhan Alizade, CEC Commissioner
reported on the establishment of polling
stations in military units and on the
conditions for the organization of election
commissions. CEC Chairman drew attention
of CEC Commissioners to that all necessary
steps were taken related to this issue.

entered CEC and relevant decisions were
adopted.

headed by Mr. Mazahir Panahov on October
11, 2005.
Firstly, the issue on making amendments
in the composition of some Con.ECs. CEC
decided to make amendments in the composition
of Surakhani second Con.EC # 31, Surakhani
third Con.EC # 32, Jalilabad village Con.EC
# 68 and Jalilabad-Masalli-Bilasuvar Con.EC
# 69.

reported on the issue on some information
o be indicated in ballot papers on subjects
nominated candidates. CEC adopted decision
on the approval of this information.
Mr. Natig Mammadov, CEC Secretary reported
on the form of badges to be used by representatives
of mass media in Elections to the Milli
Majlis of the Republic of Azerbaijan to
be conducted on November 6, 2005. The
Commission approved these badge forms.
CEC adopted decision on the approval of
the emblem of “New Policy” political party
bloc.

Central Election Commission of the Republic
of Azerbaijan (CEC) conducted its session
headed by Mr. Mazahir Panahov on October
8, 2005.
Firstly, the issue on making amendments
in the composition of some Con.ECs. CEC
decided to make amendments in the composition
of the Yasamal Con.EC # 15, Khatai third
Con.EC # 35 and Jalilabad Cpn.EC # 68.
Later, Mr. Natig Mammadov, CEC Secretary
reported on the issue of using emblems
of political party blocs in the ballot
papers. CEC decided that in order to indicate
emblem in ballot paper by political party
blocs participating in elections, if there
are their applies to make agreed with
CEC, then the emblem of the relevant political
party bloc shall be indicated in spite
of the emblem of the political party bloc
to which the candidate to be indicated
in the information about registered candidates
to deputy nominated by them in ballot
papers belongs.
Mr. Vidadi Mahmudov, CEC Secretary reported
on the issue of the approval and printing
of the text, format and size of ballot
papers related to third call Elections
to the Milli Majlis of the Republic of
Azerbaijan on November 6, 2005. CEC approved
the text and format of ballot papers.
The Commission also decided that in accordance
with the information about the number
of voters included in permanent voters
list, 4.802.962 ballot papers shall be
prepared being more than 3% of the number
of voters on each of 125 constituencies
and printed in the Press of Apparatus
of the Milli Majlis.
CEC also considered the issue on the approval
of the emblem of “For Azerbaijan” political
party bloc and adopted decision on the
approval of the emblem of the bloc.
At the session, applies entered CEC were
also discussed and relevant decisions
were adopted.
Mr. Azer Taghiyev, CEC Commissioner reported
on the issue of making amendments in the
composition of Press Group established
under CEC to control on observance of
determined rules implied for pre-election
campaign. “Space” Independent TV and Radio
Company and “Turan” Information Agency
were excluded from the Group and Public
TV and Radio Broadcasting Company and
Azeri-Press Information Agency were included.

of Azerbaijan (CEC) conducted its session
headed by Mr. Mazahir Panahov on October
5, 2005.
Firstly, Mr. Natig Maammadov, CEC Secretary
reported on the approval of “List of documents
approving identity of citizens of the
Republic of Azerbaijan and persons without
citizenship, having right to participate
in Elections to the Milli Majlis”. CEC
adopted decision on the approval of this
List.
Mr. Vidadi Mahmudov, another CEC Secretary
reported on the draft of “Rules for issuing
notifications to voters in order to inform
voters about the place and time of the
conduct of Elections to the Milli Majlis
of the Republic of Azerbaijan”. CEC adopted
decision on the approval of this document,
too.
Later, CEC approved “Regulation on the
Secretariat of Constituency Election Commission”
and “Instruction on the working rule for
Precinct Election Commissions on the voting
day”.
The Commission adopted decisions on making
amendments in the composition of some
Constituency Election Commissions.
