The Central
Election Commission of the Republic of
Azerbaijan (CEC) conducted its session
by Mr. Mazahir Panahov on September 24,
2004.
Firstly, Mr. Natig Mammadov, CEC Secretary
reported on the registration of the persons
appointed on relevant constituencies by
the New Azerbaijani Party as observers
with special permission to observe sessions
by election commissions up to the voting
day related to Municipal Elections in
the Republic of Azerbaijan on December
17, 2004. CEC adopted decision on the
registration of these persons.
Later, Mr. Vidadi Mahmudov, CEC Secretary
reported on the notification sample on
inviting voters to voting in Elections
to the Milli Majlis of the Republic of
Azerbaijan. The Commission adopted decision
on the approval of this document.
CEC also approved some samples of election
documents in Municipal Elections.
CEC adopted decision on making amendments
in the composition of some Constituency
Election Commissions (Con.ECs).
The issue of financial support of Con.EC
and PEC commissioners during Municipal
Elections on December 17, 2004 was also
put into the CEC session and relevant
decision was adopted.
The Commission also considered current
issues.
Representatives of IFES (International
Foundation for Election Systems), France
Embassy, mass media participated in the
CEC session.

Central Election Commission of the Republic
of Azerbaijan (CEC) conducted its session
by Mr. Mazahir Panahov on September 16,
2004.
Firstly, Mr. Natig Mammadov, CEC Secretary
reported on the first issue included in
the agenda – considering the registration
of “Democratic Azerbaijan” election block
established by Party of Justice and Civil
Solidarity to participate in Municipal
Elections . The Commission adopted decision
to solve this issue positively.
Later, Mr. Vidadi Mahmudov, CEC Secretary
reported on making amendments in the composition
of Binagadi first Con.EC # 8, Nizami second
Con.EC # 25, Sabirabad – Kurdamir Con.EC
# 65, Masalli city Con.EC # 70, Tovuz-Gazakh-Aghstafa
Con.EC # 106 and Aghstafa Con.EC # 108.
CEC adopted decision on making amendments
in the composition of these Con.ECs.
In the session, applies entered CEC were
also discussed and relevant decisions
were adopted.
The Commission considered current issues.
Representatives of IFES (International
Foundation for Election Systems), mass
media also participated in CEC session.

The Central Election Commission of the

September 9, 2004.
First of all, CEC session minutes dated
on August 25 and 28, 2004 were approved.
Later, Mrs. Svetlana Gasimova, CEC Deputy
Chairman reported on making amendments
within the territories of some constituencies.
The Commission adopted decision on making
amendments within the territories of these
constituencies.
Mr. Natig Mammadov, CEC Secretary reported
on the draft of Comment on the rules for
filling final protocol of the Precinct
Election Commission (PEC) on the counting
of votes and voting results in the precinct
during Elections to the Milli Majlis of
the Republic of Azerbaijan. CEC approved
the draft of this document.
In the session, draft of Comment on the
rules for filling protocol of the Constituency
Election Commission (Con.EC) on the voting
results in Elections to the Milli Majlis
of the Republic of Azerbaijan was approved.
Mr. Vidadi Mahmudov, CEC Secretary reported
on the drafts of some election document
samples related to the Elections to the
Milli Majlis of the Republic of Azerbaijan.
CEC approved these document samples.
CEC also discussed the issue of making

# 23, Nizami first Con.EC # 24, Sabunchu
second Con.EC # 28 and Ujar Con.EC # 91

The Central Election Commission of the
Republic of Azerbaijan (CEC) conducted
its session by Mr. Mazahir Panahov on
September 1, 2004.
First of all, CEC session minutes dated
on August 17, 2004 and August 19, 2004
were approved.
Later, Mr. Natig Mammadov, CEC Secretary
reported on the draft of Rules for election
commissions to check the accuracy of the
information on signature sheets and documents
submitted by candidates, political parties
and political party blocks. The Commission
adopted decision on the approval of this
document.
Mr. Vidadi Mahmudov, another CEC Secretary
reported on the sample drafts of some
election documents in Eelctions to the
Milli Majlis and Municipal Elections of
the Republic of Azerbaijan. These document
samples were approved by CEC.
Mr. Azer Taghiyev, CEC Commissioner informed
CEC commissioners on the draft of the
Rule for the lottery conducted by Constituency
Election Commissions (Con.ECs) to allocate
airtime in TV and radio broadcasts, as
well as space in periodicals among registered
candidates. CEC adopted decision on the
approval of this document draft.
The Commission adopted decision on making
amendments in the compositions of Narimanov

21, Khatai second Con.EC # 34. Khatai
third Con.EC # 35,
Kapaz second (Ganja) Con.EC # 40, Yevlakh-Mingachevir
