Central Election Commission of the Republic
of Azerbaijan (CEC) conducted its session
headed by Mr. Mazahir Panahov on September
29, 2005.
Firstly, the issue on the approval of
the emblem of “Azadlig” political party
bloc related to Elections to the Milli
Majlis of the Republic of Azerbaijan to
be conducted on November 6, 2005. The
Commission approved the emblem of this
bloc.
Later, the issue on making amendments
in the composition of some Con.ECs was
put into discussion. CEC adopted decisions
on making amendments in the composition
of Sabail Con.EC # 29, Ali Bayramli Con.EC
# 46, Jalilabad-Masalli-Bilasuvar Con.EC
# 69 and Ismayilli Con.EC # 86.
At the session, decision was adopted on
making specifications within the borders
of some constituencies.
Appeals entered the Commission were put
into discussion, 16 of the applies were
sent to the relevant Con.EC for preliminary
investigation and informing CEC about
them. Decision was adopted on sending
3 of the applies to the Ministry of Interior
Affairs.
CEC considered current issues.
At the CEC session, experts of OSCE/ODIHR,
representatives of IFES (International
Foundation for Election Sysytems) and
mass media also took part.

Central Election Commission of the Republic
of Azerbaijan (CEC) conducted its session
headed by Mr. Mazahir Panahov on September
24, 2005.
Firstly, the issue on making amendments
in the composition of some Con.ECs. The
Commission adopted decisions on making
amendments in the composition of Nasimi
first Con.EC # 21 and Tartar Con.EC #
95.
Later, Mr. Azer Taghiyev, CEC Commissioner
reported on the issue on violation of
rules for pre-election campaign related
to Elections to the Milli Majlis of the
Republic of Azerbaijan appointed on November
6, 2005. He informed about the violation
of requirements for conducting pre-election
campaign by some TV and radio organizations
and candidates to the Milli Majlis. Another
commissioners also stated about law violations
of some mass media related to the mentioned
issue. Opinions concerning this issue
of some members of Press Group under CEC
that controls observance of rules determined
for pre-election campaign were heard.
General view of CEC commissioners was
that they shall appeal to mass media violated
pre-election campaign rules.
At the session, applies entered the Commission
were also discussed. 13 of the applies
were sent to relevant Con.ECs for the
preliminary investigation and informing
CEC. It was adopted decision on sending
4 of the applies under discussion to the
Ministry of Interior Affairs.
CEC also considered current issues.
At the CEC session, experts of OSCE/ODIHR,
representatives of IFES (International
Foundation for Election Systems) and mass
media also took part.

Central Election Commission of
the Republic of Azerbaijan (CEC) conducted
its session headed by Mr. Mazahir Panahov
on September 22, 2005.
Firstly, session minutes of Central Election
Commission dated on August 12, August
15, August 23, August 27 and September
2, 2005 were approved.
Later, amendments were made in the composition
of some Con.ECs.
Mr. Vidadi Mahmudov and Mr. Natig Mammadov,
CEC Secretaries reported on the issue
of making specifications within the borders
of some constituencies. CEC adopted decision
on making specifications within the borders
of Narimanov second Con.EC # 20, Surakhani
second Con.EC # 31, Surakhani third Con.EC
# 32, Khatai first Con.EC # 33, Khatai
fourth Con.EC # 36 and Nizami second (Ganja)
Con.EC # 38.
At the session, applies entered the Commission
were also discussed. 16 of the applies
were sent to relevant Con.ECs for preliminary
investigation and informing Central Election
Commission on these. One of the applies
under discussion was sent to Prosecutor’s
Office of the Republic of Azerbaijan,
one of them was sent to the Ministry of
Interior Affairs and one was sent to Police
Office of Ganja city.
At the session, current issues were also
considered.
At the CEC session, representatives of
the USA embassy, IFES (International Foundation
for Election Systems) and mass media also
took part.

Central Election Commission of the Republic

14, 2005.
Firstly, applies entered CEC were considered.
One of the applies was sent to the Chief
Prosecutor`s Office in Baku city for the
investigation and 11 remaining were sent
to the relevant Con.ECs for informing.
Later, Mr. Vidadi Mahmudov, CEC Secretary
reported on the issue on making specifications
within the boundaries of some constituencies.
The Commission adopted decision on making
amendments within the boundaries of Azizbayov
second Con.EC # 14, Narimanov first Con.EC
# 19, Khatai third Con.EC # 35, Nizami
first (Ganja) Con.EC # 37, Nizami second
(Ganja) Con.EC # 38 and Kapaz Con.EC #
40.
At the session, current issues were also
considered.
At the CEC session, representatives of
IFES (International Foundation for Election

Central Election Commission of the Republic
of Azerbaijan (CEC) conducted its session
headed by Mr. Mazahir Panahov on September
10, 2005.
Firstly, Mr. Vidadi Mahmudov, CEC Secretary
reported on the draft of the sample of
candidates` application on commitment
in Elections to the Milli Majlis of the
Republic of Azerbaijan. The Commission
approved the sample of this application
on commitment.
Later, the suggestion of the Khankendi
Con.EC # 122 on the establishment of election
precincts was discussed. CEC adopted decision
on establishing 9 precincts within Khankendi
Con.EC # 122.
At the session, applies entered CEC were
also discussed. One of the applies was
sent to the Prosecutor`s Office in Masalli
district for the investigation. Relevant
decisions were adopted on the other applies.
CEC made amendments in the composition
of some Con.ECs.
Later, Mr. Azer Taghiyev, CEC Commissioner
reported on the issue of conducting lottery
related to the distribution of free airtime.
For the conduct of the lottery, the Commission
was formed consisting of 3 CEC Commissioners.
Lottery Commission included Fuad Javadov,
Azer Taghiyev and Yusif Baghirzade, CEC
Commissioners. Then in more than 60 single-mandate
constituencies lottery was conducted among
political parties and political party
blocs whose candidates are registered,
i.e. New Azerbaijani Party, Azerbaijan
Liberal Party, “Azadlig” and “Yeni Siyaset”
political party blocs related to the distribution
of free airtime in TV and radio broadcasts
of “Azerbaijan TV and Radio Broadcasts”
Closed Joint-Stock Company and TV and
radio broadcasts of Public TV and Radio
Broadcast Company.
At the session of the Commission, current
issues were also considered.
At the CEC session, representatives of
OSCE/ODIHR, IFES (International Fiundation
for Election Systems) and mass media participated.

headed by Mr. Mazahir Panahov on September
7, 2005.
Mr. Azer Taghiyev, CEC Commissioner reported
on the draft of Instruction “on the rules
for providing with airtime in channels
of TV and radio companies related to the
conduct of pre-election campaign and for
the publication of pre-election campaign
materials in periodicals in Elections
to the Milli Majlis of the Republic of
Azerbaijan”. CEC approved the draft of
the Instruction.
Later, Mr. Natig Mammadov and Mr. Vidadi
Mahmudov, CEC Secretaries reported on
the applies entered CEC. CEC adopted relevant
decisions on these applies.
CEC made amendments in the composition
of some Con.ECs.
At the session, decision was adopted on
the approval of the sample of notification
related to Elections to the Milli Majlis.
At the session of the Commission, current
issues were also discussed.

Secretary reported on the issue of making
amendments in the composition of some
Con.ECs. CEC adopted decision on making
amendments in the composition of Ordubad-Julfa
Con.EC # 7, Nasimi first Con.EC # 21,
Hajigabul-Kurdamir Con.EC # 58 and Ismayilli
Con.EC # 86.
Later, the applies entered CEC were considered.
Nine of the applies were sent to the relevant
Con.EC for the investigation and informing
CEC about them.
Mr. Natig Mamamdov, CEC Secretary reported
on the issue of specification of boundaries
of some constituencies. CEC adopted decision
on specification of the boundaries of
some constituencies.
